On December 3 Iraq local time, accompanied by Xie Zuowen, TEPC Deputy GM and GM of Overseas Engineering Company of TEPC, Bian Changzheng, Counsellor of China Business Office in Iraq, visited Luay Al-Khatteeb, Minister of Electricity of Iraq, and Majid, Director of Electricity Department of Iraq. Both parties had a cordial discussion.

Bian first congratulated Luay Al-Khatteeb on his victory in the cabinet election as Minister of Electricity. At the same time, he said that China and Iraq are both ancient civilized countries with a long history of friendship. Both sides have maintained good interaction and friendly cooperation in many fields. He hoped that Iraq would develop steadily after the victory of ISIS. The Chinese government was also supporting Iraq's economic rehabilitation through aid and the China-Iraq financing. Finally, Bian invited Luay Al-Khatteeb to visit China in the future to discuss the Iraqi electric power development plan with Chinese-funded enterprises and the opportunities for cooperation.

Luay Al-Khatteeb first expressed his warm welcome to Bian and TEPC. He highly praised China's Belt and Road initiative, and mentioned that Iraq was a gateway to the gulf countries, so it had great potential for development. The power sector was the focus of Iraq's rehabilitation work. He hoped to use China's advanced technology and experience to enhance Iraq's power generation efficiency, upgrade the power system, and improve the skills of power technicians to solve Iraq's power shortage. In the future, both sides can jointly discuss the short, medium, and long term development plans for Iraqi power, and welcome Chinese companies to offer their ideas and suggestions.
